What does the legislation say ? That's what matters.

What does guidance say ? That can be used if the legislation is unclear.

As to what Gwent's constabubbles insist, that's irrelevant if it is in contravention of legislation. They would be breaking the law.

HI Dave,

please let us know how you get on with this. The problem is a historic one and really needs to be resolved.

To cut it short, prior 2002 there was no guidance, in 2002 they published guidance with "possible" conditions ( HO Guide 2002 para 10.33), these conditions morphed into " the only conditions" and not enough people challenged it.

You should not have to join club X or assocation Y in order to go shooting provided that you have access to the facilities to do so and can be trusted to possess firearms you really should be allowed to own what you like.

Update....Update....Update.... :wales:

Well, just to let everyone know.... :shakeshout:

Gwent police have revised their Section 1 shotgun policy and have decided....that I can have one bangbang

Spoke to the FLO just now, he was off for the last couple of weeks and was then a bit busy so hadn't had time to discuss my challenge to the initial refusal with the Licensing Manageress until today, but I guess I made a persuasive argument as I've just been called and informed that if I send my FAC back, it will have a Sec 1 Shotgun authority added straight away.

What I take away from this.....

:bad: Big 'Boo' to Gwent police for the initial refusal - this was based on outdated advice and ill-informed prejudice on the part of the Licensing Manageress (the FLO supported the application from the start).

:good: Big thumbs up to Gwent Police - including the Licensing Manageress for not automatically turning down my challenge with a 'we never make mistakes' attitude but for taking the time to look at my challenge sensibly and making a fair decision which means a change to their own policies.

So 'Rock On!' BTW: anyone want to give me a Shotgun cause I've just spent all my money on a Marine fish tank :run:

Good news Dave, well done, once you get your shotgun that invite to Worcester for some PSG is always there, first Saturday of every month, just drop me a line before hand.

Yay...finally got my FAC back in the post today.... :wales:

Where do I start :cool2:

1. Not a biggie but...Gwent Police are still putting my old club down on the cert, even though they have been informed on at least 3 occasions that I now shoot at a different club

2. The Sec1 shotgun comes with a UKPSA condition even though Gwent police now agree UKPSA affiliation is no longer needed kukkuk

3. I have a condition telling me where I can use my solid slug ammunition...but they've forgotten to add solid slug authority to the cert. :roll:

4. Again not a biggie, but the FEO said I'd get a condition allowing use for clay pigeon...this has been left off...

5. For once this one is in my favour....even though this was a one-for-one variation....they have forgotten to remove the .44 Revolver slot I wanted to give up! Notice, I said .44 Revolver - that's exactly how the authority is worded, no 'Long Barrelled Revolver' or 'Black Powder Revolver'... I wonder if I could get a S&W Model 29 with that :o I told them about this the last time I had my FAC reprinted - they said they'd change it to 'Long Barrelled Revolver' but I guess they forgot :lol:

Anyway....back in the post it goes; anyone think I could claim all the Special Delivery charges back at next renewal??

This is te type of case BASC and others want to see. They need "ammunition" for when they need to oppose increases to fees and this demonstrates how badly run and managed the system can be.

Walesdave the problem is that the admin staff in the firearms department are very poor and really don't know what they are doing. You virtually have to write the certificate out for them. The FEOs and department manager must be pulling their hair out in frustration at the number of times certificates are having to be returned for corrections to be made.

If you had a 44 Revolver on your FAC and went into a Sect 5 dealer to buy a revolver, would you get away with it?
