Having a slot on your FAC
Proving good reason could be vermin control, target shotgun, practical shotgun...zombies

I asked for a section 1 shotgun for PSG, with my first FAC application - not a problem.

Do you mean modifying an existing Sec.2 yourself?.
If so then I believe the correct way is to have it done by an RFD, the moment you fit the new magazine it becomes Sec.1 and must be entered onto your FAC and you're not supposed to enter anything onto your own SGC or FAC.
The other way would be to ask your local force if they will transfer it from your SGC to FAC and then you should be able to do the work yourself but some forces don't like this idea.

Things is; I really can't be bothered with the apparent high round count and expense of PSG. The occasional pigeon may be the answer.
How easy is it to find a land owner who'll let me blast-away as a novice?

As a novice it's highly unlikely.
However, if you want to get into pest/vermin control (good reasons for a multi shot) I'd suggest joining the Pigeon Watch forums, ask about being mentored and someone will probably offer to help, they are a pretty helpful bunch
