I agree with what you say, but none of that is implied by the photograph,to the anti shooting brigade they see it totally different.
To be honest I am bit of a safety monster around guns as I want to be able to go home after every event, not for my family to get a call that someone had a ND.

So, in effect its in the "made safe" condition. No problem.
As has been said, safety off because you cannot put it on when hammer down.
Last week at GR championships with Vepr12, RO kept asking me to insert flag and apply safety. On an AK platform its either or.
