What does FTR stand for? I've seen it mentioned a few times usually in connection with competitive disciplines.

Depends on the context; stamped on a Military rifle in could mean "Factory Thorough Repair"
Or if you are of a competitive bent it could be "F" class- Target Rifle.
The former has been in use a lot longer than the latter.

F Open, any calibre up to 8mm with 10KG weight limit.
