Not that I think the primer-projectile theory is correct (more of a plain old fire risk IMO), but blank rounds are either crimped or have captive plastic caps which prevents the vast majority of the debris from coming out with much force

I've never seen or handled a blank firer, so couldn't comment......and we all know what a pigs' breakfast some of the regulations can be.
