Nothing in that mentions that you must have a deactivation certificate, just that if you have one from before the new regulations came into force, it is still valid.

I keep seeing the need for a certificate in the I NCrmTion annd excel sheet. Again, I would struggle to follow your statement. But, if we bring this back to the SKN, you believe that it’s ok to buy one without a certificate? Thank you.

The certificate is printed with the instruction that it should be "...retained by the owner at all times." The law ascribes different legal weight to "should" and "must" although in every day speech they are though of as being the same.
