We assume the military surplus steel cases can't be reloaded, or aren't worth the trouble ? If they are reloadable, we have oodles of them going spare...

Jack, I just asked and she does not have any in at present however I am sure some more will be here very shortly if needed and we are only 25 minutes up the road from you.

No good for reloading they are Berdan primed

Could you reload them if you went to the effort of modifying the primer pocket?

you could if you have ever had a good look at a steel case i noticed that 90 of 100 of the mil surp cases i had were rusting due to either the primer the powder or just age they also wont last half as long as brass , i wouldn't be surprised if the last maybe 3 times before they split
not to mention the time and effort it takes to convert the primer pocket which i think needs to be smaller and removing the anvil ,

Its really not worth the effort. My advice would be to wait and see if the Shed can get some in stock for you.
