Yes a consistent head of powder is important, I fit baffles to all my measures however as you say the Lee hopper is a tad on the parsimonious side so have cheap plastic funnel with the spout cut back to a couple of inches. It sits on the top of the hopper and holds over half a pound of powder and keeps a consistent level of powder in the hopper.
