I have to admit that I do not know where Sport England gets the money from but I am surprised to see Football second top of the list. Should you be having difficulty finding shooting, it is 5th from bottom.
Difficult to work out what relation the sports have to medals won in the past, or hopes for medals in the future.

Most of the money will come from the lottery.
As SE will not doubt have participation targets set by government then the inclusion of populist sports that will crank up the numbers will be a priority, hence football.
