smallbore range construction

Hi All,
my local club is getting grief from the MOD regarding the use of their cadet range (25m prone) which has now been closed awaiting renewal of the Linotech curtain.
I know the NSRA sells a book on range construction, but am I right in thinking that a smallbore range is not too onerous to set up? as I think we may be looking at our own range quite soon as last time it was closed for 3 months.
we currently only shoot 25m but would be looking at 50m and 100yds as well if we had own own range.
