Bolt action
Light-ish
...started at the same age in the ATC with the No.8 rifle
NSRA type target rifle or club level target shooting?
If the former an older single shot in a modified stock would do the job.
You can get Anschutz 64's for around a £100
Some classic single shot BSA & American rifles around for similar outlay

The older BSA Martini's are plentiful, although they are quite heavy, especially for a 12 year old. Old Vostok CM-2's are excellent rifles, too, if you can find one. There are actually plenty of "old school" target rifles around. Remington 37's and 40X's, Winchester 52's etc etc.
Since he is just starting out, why not try a CZ452? They are not target rifles per se, but they are very accurate and can be bought quite cheaply. There are literally 1000's of them around, and spares can be bought if needed - which is very unlikely. It will introduce him to shooting, and will enable him to develop his technique before moving on to the likes of Anschutz etc.

+1 for a CZ.
If your lad is on the smaller side, just like my youngest when he got his first FAC at about the same age, the CZ Scout was ideal - shorter stock and shorter barrel but the same action and magazines as my longer 425 was perfect. Just my ammo costs went up.

Are we talking prone NSRA, sling with aperture sights? I started at that age with a Martini 12/15, yes it was a little heavy but the sling takes most of the weight if it's properly adjusted.

Get him a Ruger 10-22.
It is an extremely reliable semi-auto, spares are available (although seldom needed), and it will take a 25 round magazine. It is a truly excellent gun, is great fun to shoot, and will enable him to compete in the popular and exciting action/practical .22 matches. There are also a lot of after-market accessories available.

Personally I'd start him with a bolt action rifle, teach him the basics first.
He can move on later.

CZ 455 .22LR bolt action
I bought a 10/22 as my first rifle but I had shot both bolt action and self loading as part of my club training.

I started with a CZ452 which you can find most everywhere and are a very accurate and well regarded rifle with some good after market trigger options.
You can't go wrong.
Does your lad have any preferences? Has he expressed any opinions? Worth noting.
Hope you have fun together, no matter the rifle. :)

Definitely an old Anschutz IMO.
