Importing Un drilled flintlock carbine

Importing Un drilled flintlock carbine
Been looking at flintlocks recently, and the Pagent Cavalry Carbine caught my eye

now according to their site, it says it hasn't had the touch hole drilled out, so does that mean it is a non functioning look alike? Would it then fall under Realistic Imitation Firearm, and so I'd have to be a re-enacter? or can I just import and hang it on the wall as it has never become a firearm?
As it isn't section 58 antique, I don't have any legal quandry over buying it with the intention of having it put on FAC so I should be able to state that is the intention after having the correct variation put in, getting it put on my FAC and getting the touch hole drilled.
probably won't be hugely accurate past 25 yrds, but i love the look of it.
so, opinions on the above please....

Doesn't the VCRA & the RIF clause have a cut-off date of about 1870 or so? i.e. old front stuffers & cowboy revolvers are exempt as they are old designs

my understanding of it if it is made before a certain date then its an antique in the states

looking at its description it will fall foul of our shotgun regs ie smoothbore short barrel

One hurdle is if it's considerd readily convertible.
