Aside from being a rubbish shot he wasn't too fussed what was beyond the car - residential buildings and citizens in the street quite often.

He was extremely lucky that the runaways where either unarmed or not willing to shoot at him, especially when he emptied his gun and didn't bother to reload it

Thank Fsck over here they mostly tend to just shoot themselves in the feet! He didn't seem to have any concept of a safe backstop. What a menace!

Back in the day shooting an evading carjacker was known as making a long distance arrest.
