Do FAC shotguns still fall under the 40" OAL rule?

Only if a pump or semi, bolt, lever, double barrel or any other action go under normal firearms rules so 30/60cm there. It's handy for the Adler things if you want an example. For another example, 1887 repros are sold with a 22 inch barrel.

Double barrel coach gun with 20" barrel for CAS on FAC no issue. Pump action mossberg with 20" barrel, 5 years room and board at HMP.
