Ukrainian military 3-8-30 scope

I have an unusual scope for sale.
Picked it up years ago at a Militaria event, and have never used it.
It is a 3-8 zoom with ring with diopter adjustment at the rear.
Twin zero with mil spec moving image reticule.
Lens are clear and the optics are excellent and bright.
Unusual scope rings as they are tightened from below.
Would be interested if anyone knows what it is, and what it was used on ?
