Only if you keep the old one, otherwise like any rebarrel it's just a case swapping over.

Changing a barrel on a 10/22 is a simple DIY job, my is on its third barrel, standard length changed to short and then changed to a different standard length. The first swap was through a RFD I gave him my barrel and he gave me a replacement, the second swap was a face to face swap with another shooter.

If you have two barrels in your possession at the same time you will need two slots on your certificate.
