I've been wondering what sort of specification scope I should be looking for to go atop my Steyr for use up to 1000 yds. Any suggestions?
Also, what are good places for buying second hand scopes?
Q3 what sort of scope should I be looking for?

What's your budget as you'll get answers from £100 to £2000+

My view.
For 1000 yards I would say around 24X for this rifle is more than ample and if you can find an IOR grab it as they are good glass and very reasonable when they show up second hand. They are also heavy and very robust.

I have two of the Sightron S111's one 8-32x56 and one
10-50x60 bth with target dot reticle
I would recommend the 8-32 as probably the better scope and probably best value on the market

A common mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools!!

Get a 30mm Tube on whatever you buy. I use a leupold 8x-24x for Match rifle and have no complaints. Its usually set at 16x.

Sensible decision would be the Sightron. More than enough mag and the glass is up to the job.
