Jenks....we have one just like that in our garden, our cat just sits there looking at it daring it to come closer, mind you he is nearly as big as fox, he is a Norwegian Forest Cat, huge bugger...

NorgesKauKatt - they have incredibly thick waterproof fur and can survive in the freezing temperatures. Feral ones have even more fur than domesticated ones.
