Iain, I would have thought it was something for the NRA to consider as they share range danger areas and accordingly all shooters need to comply to the SCC requirement or be under 1:1 supervision at all times whilst shooting, therefore surely this 'immediate enforcement' should also apply to NRA ranges?

Before anyone hops up and down, I am not NRA bashing, I am merely concerned that the DSEA have issued this policy change and it has potential implications to us all including the NRA.

Slightly off-topic - it's good to see the NRA passing on changes like this immediately, rather than waiting for someone else to pop up and say "what is this all about".

This DOES NOT apply at Bisley. Bisley is a private range, owned or leased and operated by the NRA.

This DOES concern the NRA greatly, because it has the potential to bring civilian shooting on military ranges to a crashing stop. Ovenpaa has read it and spotted the major trap. There are other more subtle ones. I have 27 comments on my annotated version, not including the typos and grammatical errors. Those of you bleating about not being allowed to fire tracer, including more than one on the phone and in email to me at work today, open your eyes, read para 1, para 20b and para 20c and tell me how you will fire a shot of any kind next weekend, when the people who run ranges and have no discretion read and digest this. Think if you were them, you applied "discretion" and something went wrong, where would you be?

I have today had extended conversations at the hghest level about this within the NRA. We are doing our best to call in our friends in MoD. This is not Landmarc's fault - believe me, nothing will be gained by having a go at the working level staff on the ranges or in the regional offices.

Please, if you have a piece of direct experience regarding this, let me know officially. If you have an analytic point that you think that I (TR shooter) or the NRA Shotgun Rep or the NRA CSR Rep, from both of whom I have had insightful analyses, might have missed, let me know officially. If you have an input from MoD or any of their contractors, let me know officially. If you just want to vent about it, I'm sorry, but the NRA were not asked about this, we had a few hours notice and until we get some responses the way forward is opaque.

Civilian Use of MoD Ranges – New Policy – Update

The NRA is in urgent consultation with MoD over the content of Range Safety Policy Letter 02/13. MoD have reiterated that it is not their intention to restrict civilian shooting to any greater extent than safety and auditability require. In particular, Secretary Defence Land Ranges Safety Committee has today assured the NRA that in the short term Clubs will not be denied access to MoD Ranges for lack of the “MoD RCO Card” referred to at paragraphs 20b and 20c of the Letter.

Affiliated Clubs who have concerns about the content of the Letter are urged to submit those by email to the NRA Range Safety Compliance Officer at iain.robertson@nra.org.uk . Please do not telephone DLRSC direct.
