had my first try with a 10-22 last night and loved it, very easy to use rifle, it had standard barrel and i was impressed with the grouping it would do.

It sounds like you have other problems than bad barrel. Cheap option would be to first have the barrel re-crowned then see what it shoots like. Remember it is still only a 22 semi, whatever you do to it or spend on it. If you want consistency at distance you'd be better spending the money on a CZ or similar bolt gun and keep the 10/22 for short range work. You might find a second hand bolt gun will be of similar cost to a new barrel, and you'll have another toy to play with.

I'm quite surprised by some of the comments here. You only have to look as far as the US forums to see what people are acheiving with these things. Go down to Bisley to any of the Gallery Rifle competitions and you'll also see a great number of incredibly accurate 10/22s. I have one built by Rude Fat Dog with a 12.5" VQ Barrel on it and it's phenomenally accurate, my mate has a KID Stainless Barrel on his and I'd say that it was ever so slightly more accurate again. My uncle's heavy barrel CZ bolt action, regardless of ammo choice, can't live with either when it comes to small groups.
Factory barrels on 10/22s are not all created equal; you might get a cracker and you might get a pig. If your barrel is clean, properly clean, you're on a decent rest/bipod and still aren't getting the groups you want, change the barrel. It's the quickest, easiest way to get more accuracy out of a 10/22.

The barrel was cut and crowned by syss so I know it's good. I have to say I know that after market barrels are far better as I had one it was just too long. I am (have been) having the same dilemma, custom the 10/22 (barrel and stock) or CZ bolt for the same money?
I have a Timney trigger and power custom bolt handle (Power Custom firing pin and extractor to fit) which is probably about as much as you should need to modify on a 10/22: it then gets in to wants not needs.

I have a CZ bolt and CZ 512 S/A Both work well to 100yrds with standard CCI. Better with a mod on though...really good value for money. Pity you can't get a 25rnd mag...
