Dave, not at all mate, some days I just can't believe some of the things I read on here. I got this picture in my mind of using a BB gun as a part of the 3 gun and thought FFS

A rifle barrel is classed as a component part because it has rifleing

A rifled tube only becomes a component part when it is chambered and becomes a barrel.

so what about cutting say a 30 inch barrel down to 25 ? still sec 2 but can you diy it ?

A rifled tube is just that and not a firearm component, ie a blank, and uncontrolled.
However, a firearm barrel doesn't have to be chambered to be a barrel. If it is threaded it is still classed as a barrel and not a blank. Some firearms do not have a chamber in the barrel.

Yes. You cannot go below 24".
