Regardless of any opinion on effectiveness, I sure would like the right to defend myself with an implement of my choosing should the need arise.

In this supposedly liberal Britain I am prohibited from doing so - except with a 2.9999" pocket knife, against probably an AK.......so my government advises me to "run and tell", like in the playground, when I was a kid kukkuk

Meh

if you carry a penknife for defense, you are commiting an offense

It's not illegal to carry a knife if the blade doesn't lock at it's less than inches!!

it is if you are carrying it for defense!

if a police officer asks why you have it, and you say 'for self defense', you will be in trouble. If you just shrugged your shoulders and said 'because i can', or 'i don't need a reason' you are fine

Good reasons for carrying a knife

Examples
of good reasons to carry a knife in public can include:

taking knives you use at work to and from work
taking knives to a gallery or museum to be exhibited
the knife is going to be used for theatre, film, television, historical reenactment or religious purposes, eg the kirpan some Sikhs carry

A court will decide if you’ve got a good reason to carry a knife if you’re charged with carrying it illegally.
