Update: tested the gun again today, and it is doing the same thing: light primer strikes 3 times out of 10. It wasn't doing this before I got the new lower.
I got a mate to film the bolt during failure, still have to upload it and edit it. He reckons the bolt didn't move, which means it was fully in battery.
Quite frustrating!
There is one positive thing: the 30MOA rail and swapped Burris work very well. I am on target and the sight picture and cheek weld is perfect...

The only thing i can think of is the bolt hold open lever housing not sitting right in the replacement lower. It stops the hammer over travelling, so if the lever housing in new lower is sitting too far back it may be preventing the hammer completing its swing properly.
Have a look at the housing, does it look like the hammer has being hitting it excessively? When the hammer is uncocked and resting on the lever housing is it slightly passed 90 degrees? I haven't looked at mine in a while but these old photos seem to show that the hammer isn't exactly perpendicular to the lower, being slightly forward of the 90;
You could try just removing it and trying again? If it is that you can then simply file down the housing so that it's not interferring with the hammer swing

I would gladly sell it, but the matter is complicated by the fact Durham FLD considers lower receviers as firearms in their own right and i had to have the replacement lower listed on my FAC (despite the fact it has no serial/identifying number on ). So if i was to sell it i'd have to dispose of it through the licensing system. i.e. notify my FLD of its sale. If anyone is happy to do that then game on
