I'd try a smaller target.
Read AG's Book of the Rifle.....very good for .22 basics.

Did you have a rear bag?
Vertical dispersion may be down to not keeping the butt centred.
Try off a bag or other rear rest. (Monopod?)

Far too long and heavy a mod, on that short barrel...
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

Guns dont kill people. Dads with pretty Daughters do...!

Another +1 for ammo. I like SK, they do a subsonic hollowpoint which would fit your needs. I've never found the length or weight of a moderator to have an adverse affect on accuracy, quite the opposite in fact. I've found that a large can often works like a tuner.

At last I have managed to get back for some more testing. I started with the CCI HP Subs, followed by CCI solids and Winchester 42 grain Subs. The solids gave slightly better grouping and the Winchester also made a reasonable difference with about 1/3rd ff the original group string. Next move was to either shoot without a sound moderator or try a different moderator. As I need to use this overland I much prefer subs and a Mod so I swapped to the Mod and the CCI HP Sub group was instantly halved or better. I ran out of time so could not test with the new Mod and the 42 grain Winchesters however so far it is looking like the issue for the most is resolved and it still cycles nicely which is important.

Now if I could do something about the 520's trigger I really would be onto a winner.

Could it not simply be the fact that semi .22s generally just aren't as accurate as bolt actions and realistically it's a 50 yard gun?
