I am not sure of the laws regarding lethal force by the police in that state, but shooting somewone in the back when they are running away could get you in trouble.

One thing I was trying to work out was did the policeman take into account the office worker behind the screen, the staff and customers positions before the lead started flying! Hard to tell when the first shot was fired, quite easy to see when the first hit was though
