When I explained the situation to my local FAO he said he could See no issues with it being sold as the person buying was authorised to purchase one .22 rifle and that's what I was selling to him. Perhaps the only other thing to do as has been suggested would be if I "give" both the upper and lower to an RFD and then he "gives" the complete rifle to the new owner.

thats probably the best way to do it as two fao can have 2 different ideas , possibly will cause problems with 223 stamped on it .Essex are not as easy going as the Met .PM me if you go that way
