I have seen SA police doing vehicle drills where they racked as they exited the vehicle.
BOPE in Brazil unholster as they enter vehicle and driver drives with pistol tucked between thighs. The crew all sit with pistol in their hand ready to go. Not unheard of for favella dwellers to approach police vehicles stationary in traffic and shoot through the side windows !
Agreed re backstop etc - not to mention shooting a fleeing suspect in the back. Does not sit well with me. If the suspect is not presenting an immediate threat - no need to shoot !

No round in the chamber for most SA cops, more of them are killed with their own service pistol. It might have changed since then with the introduction of retention holsters, but back in the 90s I carried my Zed in a crappy blue canvas holster. More at danger from an ND or gun getting grabbed in a fight.
When Mandela came to power the ROE for all the cops was changed, no more covering a suspect with your muzzle, pistols had to remain holstered during traffic stops etc. More cops died as a result.
With Zuma he made shoot to kill statements in speeches without changing any actual laws. The unwritten code is that once the tsotsi is armed or has committed a violent crime then the gloves are off.

The guy in the video should be sacked for endangering residents down range unnecessarily.
Having said that, I know the SA police are under extraordinary stresses on a call.
Back in 2002 I accompanied some guys on a 10111 car in Joburg. That was fairly interesting! Especially since they had front and rear plates and I only had a front plate. The advice I was given was to keep my arse against the car if any shots were fired. They had R5s and I had a Vektor CP1...
I've also accompanied the guys on a police helicopter and paramedics on a response car on new Year's eve in Alex township. I wasn't allowed on that response car unless I was armed.
The rules are never going to be the same in Joburg as they are anywhere in the UK. The level of danger and type of malevolence cannot be compared...
