I still think that although some of the conditions have changed the registered or licensed range requirement to suitable range and insurance requirement, I believe you still cannot target shoot unless you are a target shooter and member of a target shooting club.
Zeroing and load development are not target shooting and although some might think they can target shoot by pretending to zero there is a (very obvious) difference and it would be seen poorly by the authorities when they find out.
