A "line" was a unit of measurement the Russians used to measure bore size and was equal to one tenth of an inch or 2.54 mm, so "3 lines" = 7.62 mm.

The Mosina's predecessor, the 10.7×58r Berdan rifle was also known as the 4.2 Berdan or 4.2 line Berdan.....4.2 lines equal 10.7mm when rounded up.

A Line was used as a unit of length in Britain and France up until 1824 and was equal to one twelfth of an inch

Once heard a story that Russian cigarettes are 7.62mm in diameter so that if need be the cigarette factories could switch more easily to ammunition production.
