Hi All - Perhaps a silly question, is there such a service / company that can make a replacement cylinder for a black powder percussion revolver ?
There is an antique muzzleloading (would be) percussion revolver that I am interested in but the cylinder has been lost over time and would be good to restore it.

Steve Kershaw and Alan Westlake make nitro cylinders for M/L revolvers, they might be worth a chat with. Likewise, all depending on the model, some of the early Uberti and Pietta had interchangeable parts with the originals, that might be worth a look.
But in all honesty, why does a revolver with such a major "flaw" interest? Rarity, sentimental? I'm honestly curious.

if you hold it as exempt due to antique would the new cylinder be on ticket or off ticket as a repair ?

If the folks that make replacements were to produce a cylinder without fully boring the chambers and no flasholes , blind nipples , that would be legal surely ? It could be proofed as inert rather than deactivated.
