I have found over the years that FEOs generally have a limited knowledge. Unfortunately an awful lot of gun owners are woefully lacking in even grasping the basics.

it's not a national police force, its policing one area the same way as another. every region is different. how they do things in London isn't necessarily the best way to Police somewhere in somerset say.

local control, just like councils.

Local control, just like councils ???
I attended a few council meetings some years ago, and I wasn't impressed with the ability of the members to control anything.....
And don't get me started on refuse collection......

Council committees are generally staffed by 'volunteers' who have zero experience and/or knowledge with the matter they're presiding over (planning committees being a top culprit), and they're just there to top up their pensions and because they haven't got proper hobbies, not really a fair comparison
