Buying a moderator

I know that moderators require a slot on one's FAC, and I have such, but they don't seem to be serialised like a firearm.

Do they have to be bought in person, like ammunition and a firearm, with the seller recording the details on my FAC and me sending a letter to the police? Also, can they be sent, like a firearm, to my local friendly RFD?
