My first thought was the mags. I've taken 3 coils off mine and i suspect that may be too much, 2.5 i think may be the optimum (thats the mags with the rectangular/square cornered springs - i've been told the mags that have the rounded corner springs are stiffer so you might be able to get away with more).

Next thing is the filing. As mentioned you may have gone too far. I filed the s*** out of mine but still didn't get near the feed ramp.

If you've tried untouched mags and its still doing it, next thing to look at is the feed ramp. If you can get your hands on one to borrow then try that. If you can't, or it may be prudent anyway if you've filed it (post a picture so we can have a look), you may need to buy a replacement. Contact Overpaa on here who might be able to sort you out, or try Helstons Gunsmiths.

If you replace the ramp and it still does it, you may be the first person to have ever taken too much off the mag well clapclap Sorry, couldn't resist. If that is the case, you need to decide if you just want another factory lower, in which case if we can sort the paper work you can buy mine, or i've pretty sure Overpaa has a spare or two. Or you can try and source a Firebird lower.

My understanding is the lower is not a licensable item, it is made out of plastic, not pressure bearing and does not have a serial number nor proof mark however this is open to interpretation as I seem to remember the very first BR99's I saw did have a proof mark on the lowers.

Durham (my force) considers lower receivers for AR's/BR99's etc to be licensable parts so i would need to dispose of it in the appropriate manner. If the receiving force doesn't view them that way and the receiver doesn't inform their force thats fine, but i'd have to tell Durham that i've disposed of it.

I will check with my firearms licensing team and see if they have a view on it.

Springs for 10 shot magazines are around a tenner from memory.

If spare mag springs are available I'll experiment with shortening one of mine even more. I'd love to get 11 rounds in.

Back to the OP.

If you haven't had much experience of taking the Bora apart it would be worth checking that you've put it back together correctly.
The feed ramp could be a problem but shouldn't affect extraction or ejection.
Worth checking which gas port fitting you've got in too.

If you've taken too much out of the front of the mag well you could try some inserts using different thicknesses of plasticard to see if it makes a difference. Or just some tape on the front of a mag to try it.

Stripped gun and put back together, all correct.

New mag purchased,uncut.

Went to range, FTE and FTF still happening.

When pulling mag rearward when firing improved it some.

I havn't seen it mentioned yet but the feed lips spacing are critical for reliability on a box fed 12g. Have a look on the Saiga 12 forum in the MKA1919 forum and you will find a lot of useful information there.
