If you ask F4I/NRA you don't need the UKPSA Competition licence to compete in IPSC L3; according to IPSC rules anyone can compete so long as their current IPSC chairperson grants them permission to compete.
The UKPSA won't allow anyone to compete in Level 3 matches who hasn't passed their safety course with sufficient skill to attain a comp licence.
If the NRA were to win the bid I assume they'd do away with this requirement but, as they provide their own course, I'm not convinced.
