While a Certificate of Deactivation is a handy bit of evidence it is not a legal requirement, as long as it is marked as deactivated that's OK (if it is subject to the need for deactivation that is).

Nothing in that mentions that you must have a deactivation certificate, just that if you have one from before the new regulations came into force, it is still valid.

I keep seeing the need for a certificate in the I NCrmTion annd excel sheet. Again, I would struggle to follow your statement. But, if we bring this back to the SKN, you believe that it’s ok to buy one without a certificate? Thank you.

The certificate is printed with the instruction that it should be "...retained by the owner at all times." This would seem to indicate that it goes where the gun goes.

Please point out the 'need' in the guidance mentioned above. I can only see that says previously issued certs are still valid.
It may have changed, and I would welcome references if this were the case. I may be working from out of date info.

The law ascribes different legal weight to "should" and "must" although in every day speech they are though of as being the same. "Should" is only guidance, "must" is a legal requirement.
