But ultimately, there needs to be a defect for the shortening to be legal. That's not loose...
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

Some damage to the muzzle would require it to be cut off...
