I would whittle a bit of wood and stick it on with superglue and get down the range and do a bit of shooting with it.
If you start of by making it a bit tall (bullets striking low) you can sandpaper it off, bit at a time until you have the height about right. Once you know how tall you need to make it, you can shape one up in metal that looks about right.
