Problem with FEO?

So,I`im in the middle of the application process for Shotgun Licence. I was due for a home visit last Tuesday at 12.30-1pm from FEO. However he turned up 15 minutes early, while I was doing a schoolrun (wallking distance, my car was on the driveway), I`ve told him before that i`m doing a schoolrun between 12-12.30, so he knew I won`t be there. So, he dropped a note in, WITHOUT PHONING me, and left. 14 minutes later I`ve arrived home, phoned him back, he said I will have to book another time and he will call me back later that day. Which never happpened. On Wednesday I`ve texted him with 2 new dates to meet, tried to phone him couple of times, letft answerphone message. No response. Today he picked up to say, he is busy, will call me back between 1-2pm. Never happened. Called him again at 2pm, call rejected. Sent him a new text to call me back,pls. No answer.
He seems to deliberately avioiding me. What can I do next? Did I do anything wrong? How to sort this out? Any advice welcomed!

At this stage, if that was me, I would go straight to his boss. Ring the general number for your area and ask to speak to whoever is in charge, explain the situation and make a new appointment. If that fails then get BASC or the NRA involved.
