Forster do them, as well as fully or partially resizing the neck it sizes the shoulder for maintaining head space.
For instance I neck resize parctically all my cases and then have Redding body dies for occasional use in resetting the shoulder. The Forsters combine these opertations.
Haven't tried them as yet as their calibres are a bit limited but I am going to get one for my 6.5 Swedish for use in my CG63.

Same size I'm looking at. Thought that might be the case (no pun intended!), They do a separate bushing bump die rather than having it in the neck sizer by the looks of it...

The bushings are for the neck sizing.

they do do a sepperate die called a bump die that will only literally bump the shopulders back as explained , as dromia stated the bushing dies are desighned for neck sizing only

We use Forster a lot, you are going to struggle to find better and they are very competitively priced as well.

Ah, didn't have that one in the shop I was looking at. they had neck sizing dies and shoulder bump dies seperately. but looking at that link they have one now that does both.
