Nothing wrong with a heeled bullet, especially in lead; it prevents the formation of lead "strings" trailing out from behind the bullet and affecting accuracy. You are comparing a swaged lead bullet with copper / guilding metal condom bullets and, with fixed ammunition, the jacketed version will always win. Lead bullet accuracy can be improved by breech seating the bullet into the rifling, with a blank round behind it---standard practise in the USA with bench rest and off-hand Schuetzen rifle shooters, See www.assra.com.
