Unfortunately the AR is one of the firearms that don't fit the lock, stock and barrel nature of our licensing system.
It causes many problems. I have had one officer tell me that without the fire control parts it is just a stock part and as such not licensed (the fire control parts being subject to de minimis control).
But, then so can a stripped pistol frame if you extend the logic above.
I don't think that will wash with the judge.
