No minimum post count or anything like that. Only way it does not work is if you have PM disabled in your profile settings or the recipient has.

Yes, it is working now.
I have to add to what I said earlier, there is no minimum post count apart from there is and I know how that sounds.
As long as a user is part of the "newly registered users" group which is the case for 5 posts then after that the user is moved to "registered users" the user cannot PM.
